Board Meeting Minutes from 12 December 2022

(On-Site Meeting at 1678 Victoria Way)

Board Member Attendees: Sandra Wilt, Tera Pauley, Mike Pastor, Dexter Blois, Heather Peery, Jeanne Yazinski, Monica Lepp, Matt Gillis.

Board Members Absent: None

Resident Attendees: Susan Blois, Millie Gillis, Ron Yazinski

  1. We held a fond farewell reception for Sandra since she’s moving out of Tuscany toward the end of December.
  1. This meeting was called to order by Sandra Wilt, President, at 7:07 PM.  This meeting was audio recorded by Mike to aid minutes preparation.
     
  2. The November Meeting Minutes of the H.O.A. Board were approved following a motion by Sandra, Heather seconded, and Dexter abstained followed by a unanimous vote.
  1. Treasurer’s Report
    1. Dexter distributed the treasurer’s reports via e-mail of income & expenses through December 1, 2022.
    2. Checking Account Balance was $10,155 (as of 12/01).
    3. Savings Account Balance was $43,531 (as of 12/01).
    4. We have not transferred any money from Savings to cover expenses that exceeded income since we still had not transferred excess revenue from 2021 to savings.
    5. As indicated, for several months, we have been over budget due to the extraordinary expenses for irrigation and the pond well and pump.
    6. A discussion was held regarding transferring some of the H.O.A.’s savings account into a C.D. to earn interest since the current savings account rate is so low.  Dexter will look for the best rate to transfer $30,000 of our savings as an exploratory effort and will report back next month.
    7. Paul Clancy evaluated the entry lights and pond timers and controls and corrected the problems saving the H.O.A. about $600 or $700 compared to hiring an electrician. 
    8. Tera made a motion to accept the November Treasurer’s Report, Matt seconded the motion. It was unanimously approved.

Yard of the month:

Votes are still being collected and tabulated through 12/17 for “best Holiday Decorated Residence” and will be announced the evening of 12/17 at the Luminary evening reception.

ARB (Architectural Review Board) Requests Received & Approved:

1656 Victoria Way – Replace a fence section.

Current Violations: (No new violations)

1551 Victoria Way – Paul Clancey took the initiative to take care of the vine overgrowth violation.

OLD BUSINESS

  1. County Grant (Add Aeration to Retention Pond)

The grant application will be presented to the County Commissioners on 1/01.

  1. Santa is coming tomorrow, Tuesday Dec. 13th by City of Winter Garden Police & Fire Departments.
  1. Tuscany street repaving is on the City of Winter Garden’s project list, but the specific dates are not yet known.

        NEW BUSINESS

  1. A discussion was held regarding our senior neighbors that may need attention as they age in place.  As a concerned and caring community, we readily look out for each other.
  1. The President position will be vacated when Sandra moves out of Tuscany later this month.  It was decided that the board will act by consensus to make Board decisions.  This essentially how we’ve operated with the President position in occupied as well.

Next Board Meeting is scheduled on Monday, January 9, 2023 at 7:00 PM at Dexter’s house 1601 High Hampton Ct.

Adjournment – Dexter moved we adjourn. All Board Members seconded it.  Sandra adjourned the meeting at 7:40 PM.
